K. “Teya” Moore is the managing partner at Moore & Associates. A trusted advisor to government agencies and Fortune 100 companies, he represents clients in commercial real estate & economic development, and finance & commercial transactions. 

He has a sophisticated transactional practice with a focus on finance, fund formation, debt and equity investments for private investment, institutional lenders, and national foundations. Mr. Moore currently serves as legal counsel for SBA warehouse lenders, funds established by large banks under CRA, and national associations established to increase the flow of capital to traditionally underserved communities from Pittsburgh to Atlanta and along the East Coast from New York to Florida.  He has extensive experience with debt offerings, direct lending, and various asset-based and secured and unsecured financing matters (including financing of public lands, hospitals, malls, shopping centers and office towers), private equity transactions, joint ventures, project finance transactions, non-acquisitive reorganizations, asset dispositions and asset recovery matters. 

NOTABLE CURRENT PROJECTS: (1) USDA- RUS, Office & General Counsel, three (3)-year award; (2) $22 million redevelopment project for CRE client (MD).  Mr. Moore provides legal guidance and case management, land use, corporate, tax and project finance and capital stack counsel; (3) $30 million debenture and a $45 million capitalized fund for a Fortune 100 financial services client.  He also provides transactional guidance and documentation, including fund formation for community development and related transactional activities along the East Coast to promote the public welfare under the Community Reinvestment Act; and (4) Commercial Real Estate Brokerage and Legal Services – $185 million affordable housing growth fund, established by a reinvestment coalition, designed to create pathways to homeownership for low- and moderate-income (LMI) individuals and families, while improving property values for LMI communities.

Mr. Moore previously served as finance counsel to Federal and State agencies like the Office of the Attorney General and the Maryland Energy Administration, to structure, document or evaluate an array of financial transactions including (1) inter-creditor arrangements, (2) asset recovery matters, (3) subordination arrangements, (4) loan modifications, (4) bankruptcy related matters, and (5) all boilerplate documentation relied on by OAG – MEA.  The State of Maryland subsequently engaged Mr. Moore to author all boilerplate documentation to implement energy efficient measures throughout the State.

He holds a B.S. in Government and Public Administration from C.U.N.Y, JJC (with honors), a law degree from New York University, and a LL.M. (master’s in taxation) from Georgetown University Law Center (with honors).  He was awarded the CRE (Counselor of Real Estate) designation in September at the Counselors’ 2017 Annual Convention in Montréal.  Fewer than 1100 real estate professionals currently hold the CRE credential.  

Mr. Moore is admitted to practice in the State of New York, the District of Columbia, the State of Maryland, and the United States District Court for the District of Maryland.

  • Previously engaged by NCRC to help manage its $185 million Growth Fund to increase affordable housing throughout the DMV.
  • 10+ years as special counsel to the office of Research and Technology Applications at Fort Detrick, Maryland, where he structured complex joint ventures and technology exchanges to promote privatization of military technologies with national implications for the public benefit.

Community Service

  • East Baltimore Development Inc. (EBDI), Former Executive Committee of the Board of Directors of EBDI, a public- private partnership established to oversee the redevelopment of East Baltimore. In 2014, Mr. Moore was reengaged by the Annie E. Casey Foundation and its partners – Johns Hopkins University, Baltimore City and EBDI –  to help manage a community and economic development fund for reinvestment in local businesses.
