At Howard University, he served as Project & Contracts Manager, Manager of Regional Affairs, and Student Housing Contracts Manager, where he advised senior leadership on risk management and compliance, and designed tools that streamlined contract processes by 95%. He also represented the University before government officials, strengthening institutional partnerships and advancing strategic priorities.
Previously, Mr. Jolley was Attorney Advisor for the DC Office of Labor Relations & Collective Bargaining, representing the Mayor’s Office in high-stakes collective bargaining, arbitration, and mediation. He helped to successfully negotiate agreements impacting thousands of employees while litigating labor relations arbitrations.
His background also includes directing economic development initiatives for the City of Seat Pleasant, advising on multimillion-dollar real estate redevelopments in Opportunity Zones, and serving as independent counsel for entrepreneurs, entertainers, and small businesses on intellectual property, contracts, and corporate law.

Mr. Jolley earned his Juris Doctor from Howard University School of Law and his Bachelor of Arts in American Studies from the College of William & Mary.
